Title: What is Quantum Theory?

Quantum theory is the basis of almost all of fundamental physics---and not just
of quantum computing. Nonetheless it is not at all clear what quantum
theory, regarded as a physical theory, actually says. I will elaborate
here upon this rather odd claim. I will also describe an alternative to
orthodox quantum mechanics, one that is, among all known formulations of
quantum mechanics, the clearest, simplest, and least popular.
